If ICE Cops Really Shot a Latino Man in the Bronx Wouldn't It be Recorded on the High Powered NYPD Cameras @ W 225th and Marble Hill? Massa Media and Authorities Say No, Cite Only 1 Eyewitness

According to authorities and massa media Oscar Belgal, a 28-year-old man from the Dominican Republic, was shot by ICE agents on October 8, 2026, in the Marble Hill neighborhood of New York City. It happened at the intersection of West 225th Street and Marble Hill avenue. Photos show the car crashed on West 225th Street.

The DHS did not specify if the involved agents wore body cameras, leading Mayor Zohran Mamdani and Governor Kathy Hochul to demand the release of such footage for an independent investigation.

According to NYPD Commissioner Jessica Tisch, citing NYPD camera video of the incident, the man was backing into a parking spot when “one plainclothes federal law enforcement officer approaches the driver’s side window with his gun drawn. Another plainclothes officer also approaches the vehicle by the driver’s side headlight. The vehicle then starts to move forward and goes out of camera view,” adding the camera did not capture the gun being discharged. In general, NYPD argus cameras are high powered and can pan, tilt, and zoom and record roughly two blocks in each direction (650 feet) and have have the capacity to track faces at that distance [MORE]. Without a more clear explanation as to why the NYPD’s sophisticated argus cameras didn’t record the alleged incident, Tisch’s claim sounds like bullshit. At any rate, the government’s video hasn’t been released.

According to authorities and massa media there was only one eyewitnesses to the shooting - in NYC. Orlando Perez, who said he lives in a building at the scene and witnessed the shooting, described seeing people wearing vests fire at a car as it tried to drive away. He said they then removed a child from the vehicle. “I threw myself on the floor hoping I didn't get shot,” Perez said. “It was in my direction that they were shooting.” (sounds like bullshit).

No other eyewitness accounts of the incident which allegedly took place at 4pm on the “crowded,” dense block have surfaced in massa media - but its still early. Pedro Almaraz, a nearby restaurant employee, reported hearing three to four gunshots and observed officers wearing face masks and DHS-branded vests, noting that bystanders were screaming. Marcelo Desa, another witness, reported that the streets were crowded with children exiting school when the shooting occurred. Alejandro Uzhca, 19, who lives and works nearby, said he heard glass breaking and seven gunshots. He described the neighborhood as typically peaceful.

The WashPost stated “A U.S. Immigration and Customs Enforcement officer fired at least seven rounds into a car on a crowded New York street Thursday afternoon, city officials said, wounding a man while a 5-year-old boy sat unharmed in the back seat.

The Department of Homeland Security confirmed that an ICE officer had fired during a “targeted enforcement operation.” The agency said it was attempting to apprehend a “criminal illegal alien” from the Dominican Republic with a criminal record that includes a conviction for grand larceny and multiple past arrests.

According to local authorities, around 4 p.m. Thursday, the man parallel parked in front of a fire hydrant. One of the ICE officers, in plain clothes and with a gun drawn, approached the driver-side window of the gray Honda CRV, said New York Police Commissioner Jessica Tisch, citing residential police cameras.

Another officer approached the driver-side headlight. The driver started to pull away and moved out of view of the camera, Tisch said. Soon after, the ICE officer opened fire, striking the driver in the neck under his left ear, Tisch said.

Both Tisch and New York Mayor Zohran Mamdani noted that the officers were not wearing clothing that indicated they were law enforcement personnel and said at least one officer was carrying a long gun.

“They wore construction vests and masks that concealed their faces. There was no reasonable way to identify them as ICE agents,” Mamdani said at a late-night news conference. “School had just gotten out. The street was crowded with families and children.”

When the New York City police arrived on the scene after the shooting, the wounded man was handcuffed and sitting on the ground. Police officers placed him in their vehicle and offered medical aid, Tisch said.

He was taken to a nearby hospital and was “conscious and receiving medical attention,” the New York Police Department said in a statement after the shooting.

Mamdani said he spent two hours on the phone Thursday night with President Donald Trump and Homeland Security Secretary Markwayne Mullin negotiating for the release of the wounded man.

Instead, ICE “put the man in an unmarked vehicle and whisked him away,” Mamdani said.DHS did not release the name of the immigrant it was targeting or explain why the officer fired his weapon. Tisch said the man had two previous arrests in New York City: one for robbery in 2023 and one for the criminal sale of a controlled substance in 2025.
