The U.S. Constitution is not in full force and effect despite the fact that actors in government keep attempting to make the public believe that it is in full effect. This is the reason why so many governmental actions (including declarations of war since 1861) have been done via Presidential Executive Order and not by Congressional action. If you look on the title page of the U.S. Code book, you will see that the President (Title 3 USC) and the Judiciary (Title 28 USC) have been enacted into law. However, you will see that Congress (Title 2 USC) has not. So, “We the Sheople” are really not represented by anyone.
