California Report Criticizes Prisons as 'Dysfunctional'

The California prison system is "dysfunctional," and the agency that oversees it should be disbanded, said a report released Thursday. The 350-page "Reforming Corrections" report offered more than 200 recommendations to overhaul a system that has been damaged by "too much political interference, too much union control and too little management courage, accountability and transparency."
