DETROIT A recently settled lawsuit in Detroit claimed authorities “deliberately" denied black children “the right of access to literacy" and provided “education” in its ‘chaotic & under-resourced schools’ where “illiteracy is the norm." According to the complaint, ‘Black children sit in classrooms where not even the pretense of education takes place, in schools that are functionally incapable of delivering access to literacy. This abject failure makes it nearly impossible for young people to attain the level of literacy necessary to function—much less thrive—in higher education, the workforce, and the activities of democratic citizenship.’

BALTIMORE Baltimore City Public Schools has been ranked the second-worst school district in America in a national analysis from independent ranking platform Daily Rank Dept., which examined academics, graduation rates, student outcomes and other measures. Rankings vary in methodology, but Baltimore cannot dismiss this result as another unfair attack on the city when its profound struggles with education have been consistently corroborated. Federal testing also places the district near the bottom among large urban school systems.

On the 2024 National Assessment of Educational Progress, Baltimore remained among the lowest-performing districts in fourth- and eighth-grade reading and mathematics. In eighth-grade mathematics, 71% of students scored below the basic level, while only 9% reached proficient or advanced.

According to the Anne Casey Foundation 80% of African-American fourth-graders can barely read and understand mathematics and only 19% scored proficient in math. [MORE] According to the National Assessment of Educational Progress (NAEP) just 18% of Black eighth-graders reach reading “proficiency.” [MORE] And NAEP recently found that only 17% of Black 12th graders were proficient at reading. [MORE] Please read that again. It means a substantial amount of Black youth are functionally illiterate or unable to articulate their thoughts or speak or think in complete sentences.
