“We Stopped you Because You're Ugly as Fuck.” Chicago Cops Suspended 5 Days for Illegal Stop and Search of 2 Black Children as 2nd Class Citizenship Enforced in Liberal City, Authorities Conceal Video

WHAT IS THE REMEDY FOR DESTROYING BLACK PEOPLE’S IMAGINARY 4th AMENDMENT RIGHTS? A Chicago police officer unlawfully stopped and searched a Black student walking home from the bus, telling him and the person he was with that they were targeted because they were “ugly as f---,” according to findings released by a watchdog group.

The Civilian Office of Police Accountability (COPA) reviewed and analyzed body-camera video of the incident that unfolded after three officers stopped a male and a female around 1:50 p.m. on Dec. 10, 2024.

Police Officer Oscar Furlan and two colleagues were patrolling the Jackson Park neighborhood in an unmarked Chicago Police Department vehicle when they spotted the individuals who later reported the troubling encounter to COPA.

Furlan at first told the male that he was stopped because he looked “like you got some s--- on you.”

The pair, whose names and ages were redacted from the COPA report, told officers that they were on the way home from school and had just gotten off the bus, the report, released on Wednesday, says.

COPA said that during its investigation the officers “stated they stopped [the male] because they were in a high crime area, they observed [the male] walking with his hands in his pockets” and that he ignored one of the officers “when she asked him to remove his hands from his pockets.”

The male told the officers his hands were in his pockets because he was cold. The report said the temperature that day in Chicago was in the 30s. [MORE]

According to the COPA Final Summary Report:

On December 10, 2024, the Civilian Office of Police Accountability (COPA) received a telephone complaint from (alleging misconduct by members of the Chicago Police Department (CPD). alleged that on December 10, 2024, Officers Kenneth Clay, Oscar Furlan, and Crystal Moreno (collectively “the officers”) improperly detained and searched also alleged the officers failed to issue her and an Investigatory Stop Receipt, and that they failed to complete an Investigatory Stop Report (ISR). Upon review of the evidence, COPA served an additional allegation that Officer Furlan engaged in an unjustified verbal altercation with by stating words to the effect of, “We stopped you because you are ugly as fuck.” Following its investigation, COPA reached sustained findings for the allegations relating to the detention and search of the officers’ failure to complete an ISR, and the verbal abuse by Officer Furlan.

II. SUMMARY OF EVIDENCE

On December 10, 2024, at approximately 1:50 pm, the officers were on routine patrol in a

four-man unmarked CPD vehicle when they observed and walking near 75th Street and Jeffrey Avenue. Officer Moreno, who was in the front passenger seat, rolled down her window and asked to take his hands out of his pocket. The officers then exited their vehicle, and Officers Furlan and Moreno immediately grabbed and detained while telling him to take his hands out of his pockets. Officers Furlan and Moreno executed a brief pat down of outer clothing and pockets but no weapon or contraband was found and told the officers they had just gotten off a bus and were coming from school. Officer Furlan explained to that the officers stopped him because was walking “like you got some shit on you.”

After the brief detention and search concluded, and began to walk away. Simultaneously, Officer Moreno asked, “You don’t want no receipt for your stop?
