Homeland Security Authorizes Ankle Bracelets for Undocumented Immigrants

 U.S. Department of Homeland Security's Immigration and Customs Enforcement Services has authorized a pilot program in eight cities - Baltimore, Denver, Kansas City, Miami, Philadelphia, Portland, Ore., St. Paul, Minn., and San Francisco - under which an ankle bracelet is placed on undocumented detainees.  The "Alternative to Detention" program focuses on "low-risk detainees" who are awaiting processing. The agency recently asked for $5.4 million to extend the program to other cities. Critics complain the program places undocumented immigrants in the same category as common criminals. [more]
