Latino Man Shot in the Face by Kerrville Police Officer Files Excessive Force Suit

A man shot by a Kerrville police officer filed suit against the city in federal court on Tuesday. Alfredo Ramirez Jr., 23, claims in the suit that Kerrville police Cpl. John Knoulton, who shot Ramirez on Jan. 18, 2005, unnecessarily used excessive force. Ramirez's suit also alleges officers violated his constitutional rights and were negligent. The suit seeks unspecified damages. Kerrville police have said Ramirez was shot in the face after brandishing a pistol at officers who stopped his car on Town Creek Road. Officials said a detective had called Ramirez and was talking to him about another investigation when Ramirez spoke of committing suicide.
